LTE: RRC Connection Reestablishment

The purpose of this procedure is to re-establish the RRC connection, which involves the resumption of SRB1, the re-activation of security and the configuration of only the PCell

The RRC CONNECTION REESTABLISHMENT message is used to resolve contention and to re-establish SRB1. Since this message is used to resume SRB1, it is similar to RRCCONNECTION SETUP
