The RRC CONNECTION RECONFIGURATION COMPLETE message is used to confirm the successful completion of an RRC CONNECTION RECONFIGURATION

  1. What if UE fails to send 'RRCConnectionReconfigurationComplete' as it doesn't have enough grants? Does UE still applies the config received in the Reconfig message? How N/W may behave in such a scenario ?

    1. From the UE point of view, the procedure ends as soon as RRC submits 'RRCConnectionReconfigurationComplete' to the lower layers. Lower layers treat it as the same way as other higher layer message. RRC will not be knowing if this message is transmitted over the air or not.

      From the eNB point of view, the eNB should expect the 'RRCConnectionReconfigurationComplete' message using the new configuration. So the eNB must apply the configuration before reception of this message itself.

      -> submit the RRCConnectionReconfigurationComplete message to lower layers for transmission using the new configuration, upon which the procedure ends;
