The UE reports measurement information in accordance with the measurement configuration as provided by E-UTRAN. E-UTRAN provides the measurement configuration applicable for a UE in RRC_CONNECTED by means of dedicated signalling, i.e. using the RRC CONNECTION RECONFIGURATION message
The UE can be requested to perform the following types of measurements:
- Intra-frequency measurements: Measurements at the downlink carrier frequency (ies) of the serving cell(s).
- Inter-frequency measurements: Measurements at frequencies that differ from any of the downlink carrier frequency (ies) of the serving cell(s).
- Inter-RAT measurements of UTRA frequencies or of GERAN frequencies or of CDMA2000 HRPD or CDMA2000 1xRTT frequencies

is it like
RSRP (-140 + 56) = - 84 dbm
RSRQ (-40 + 26) = -14 db

and
According to Table 9.1.7-1 (TS 36.133), RSRQ of 26 = -7 ≤ RSRQ < -6.5 dB

I mean that for meas_id = 1 say it sends everything PCI and meas results,can in the same report UE simply report meas_id with rsrp and rsrq results?

A2 report is triggered only when the serving cell become worst than the thresholdd value which is defined in the Sib1

We obtain the Signal strength and quality from the UICC by issuing the PLI-NMR proactive command using Intra-frequency measurements to the UE.
